ITANAGAR, Aug 5: At least two number of OBT buildings were reduced to ashes in a devastating fire at WRD complex, Chimpu around 10.15 am today. The cause of the fire is yet to be ascertained and there was no report of any casualties as there were no occupants inside the houses at the time of fire mishap.

the neighboring house owned by one Elina Jerang, a WRD employee. Within no time the

PBBK demands thorough investigation
ITANAGAR, Aug 5: The Pertin Bodum Bane Kebang (PBBK) demanded proper investigation into the mysterious and suspicious death of Nong Pertin, son of Tobing Pertin of Gamgu village, Roing, Lower Dibang Valley district.
Nong Pertin was found dead hanging at Bhismaknagar (Diphu Nala) on July 31 while his motorbike was recovered from Shantipur (Podumpukuri), Assam on July 26. Claiming that the death was not a suicide, rather a murder, the PBBK demanded the police authorities of Roing, Lower Dibang Valley to unearth the facts leading to the death of Nong Pertin and apprehend the culprits and take necessary action as per law of the land.
While conveying deep sense of condolence to the bereaved family members, PBBK prayed to almighty to rest Pertin’s departed soul in peace.

ITANAGAR, Aug 5: Dera Natung Government College Itanagar organized an orientation programme to acquaint the college teachers with University’s ordinance regarding introduction of semester system in Arts stream at the undergraduate level.
All the colleges affiliated to Rajiv Gandhi University switched over from annual mode to semester mode since last year for B.Sc. and B.Com while for BA the semester system is being introduced from the current academic session.

School seeks Govt’s attention
ITANAGAR, Aug 5: The vice chairman, SMC, Govt. Middle School, Upper Tubung, Balijan, Tana Sania has sought immediate attention of the concern authority against flood like situation created by river Tubung claiming that the school is in grave danger of being washed away in the torrent waters and frequent soil erosions of the land caused due to heavy showers of rain and proportionally large flooding.
Appealing for a floodwall along the river, he said that the pace at which the erosion is going on it is predicatively assumed by all accounts that within calculated time the impending menace might get the school into its embrace as the river is merely within the measuring distance from the school.
Moreover, crucially the whole length of the river bank in the outskirts of the township and the villages connected by the river has been affected at the worst in the recent couple of months which has alarmed the dwellers, particularly the farmers of the area. Besides, the condition was apprised to the administration and the local leaders of the area personally by the school committee but nothing concrete measure has been done till date, he further added.
It is pertinent to mention here that in the past years, small efforts were made by the school authority along with the School Management Committee members to control and divert the river water through constructing small embankments by the river bank. The whole work was done voluntarily through means of small donations from the then existing committee members.

It said that they are drawing negligible washing allowance of Rs 15 per month only even after implementation of 6th CPC. It also demanded for grant of uniform allowance of Rs 5000 per year.
The union further briefing about the technical aspect and clubbing up of various types of job/services under MTS appealed for streamlining of Multi Tasking Staff (MTS) job responsibilities to avoid untoward incidents.
The union also appealed for provision of 13 months’ salary to C2 category staff of Health and Family Welfare Department.
Apart from these points, the union also demanded regularization of service and compensatory service appointment to kith and kin in case of death of C2 service holder.
Minister Kalikho Pul assured that the demands for enhancement of washing and uniform allowances, streamlining of MTS job responsibility and provision of 13 months salary would be considered after discussion with concerned officers of the health department, the union said. Meanwhile, the union expressed satisfaction over the assurance and hoped that their demands would be fulfilled soon.
Seva Bharati conducts tailoring prog for women
SEPPA, Aug 5: The nine days long training programme on tailoring organized by Seva Bharati at Neyder Namlo Seppa from July 26 concluded on August 3. Altogether 17 women were imparted training on tailoring, particularly on making top, salwar kurta, baby costumes and school uniform etc.
Tayeng Cheri, Ropo Chege and Sarda Lambda coordinated the training camp.
Addressing the concluding function of the training, Poonam Doka, Secretary WWO, East Kameng District promised that she will encourage the trainees by giving contract basis job opportunity. She lauded the efforts of Seva Bhararti and suggested to start SHGs through which the women can stand on their own feet. Changlang tightens belt after encephalitis death
JE toll stands at 2 in state
ITANAGAR, Aug 5: While Union Health Minister Harsh Vardhan failed to mention the recent death case in Arunachal Pradesh due to Japanese encephalitis (JE) in his report in Lok Sabha yesterday, one more JE death case has been reported from the state. Now it is from Changlang district.
Vardhan, however, said that his Ministry was closely monitoring the situation in the affected states adding "We are available 24X7 for any assistance."

Meanwhile, the District Health Society Changlang under the active supervision of its DMO and DRCHO is carrying out IEC (Information, education and communication) campaign on Japanese Encephalitis all over the Changlang district along with ongoing Intensified Diarrhea Control Fortnight to prevent the outbreak of JE in the district.
A meeting was also held in the district Hospital Changlang amongst the MOs, Programme Officers and staff of DMO office to discuss on prevention of JE outbreak in the district.
DMO, Changlang Dr S Chai Pul informed that the District Health Society is conducting fogging operation in the entire Jairampur area and the same will be conducted in other vulnerable areas of the district especially piggery farm abundant areas despite spraying DDT.
The NVBDCP and consultants are instructed to remain at Jairampur till completion of fogging operation, she added. However, she suggested not to take JE vaccination during the transmission stage of the disease as it may not have effective result.
While, informing that the IDCF & JE awareness campaign has been conducted in Diyun, Bordumsa, Jairampur and Nampong and Namtok area successfully which was attended, among others, by the designated teachers, ASHAs and AWW, she expressed that the shortcomings like shortage of medicine, I/V Drips and shortage of MOs in the district are the factors creating major hindrances during the implementation of any programme. She further said that acute shortage of drivers in the department after withdrawal of three numbers of MMU drivers is also a big challenge to carry out any programme.
The entire MOs in different Health centers including the District Hospital are keeping vigilant to control spreading of JE, Malaria, Diarrhea and other water borne diseases, added the DMO.

These sanitation vehicles, (TATA Ace) procured under the Urban Infrastructure & Governance (UIG) component of JnNURM programme of UD was formally handed over to the Itanagar Municipal Council (IMC) to start the door to door collection of garbage in all the 30 Municipal wards of the IMC.
The Minister advised the Chief Councillor of IMC Higio Aruni, who was also present in the flagging off ceremony, to immediately draw a proper sanitation plan for the entire Municipal area and start the sanitation drive in the capital complex.
He further assured that the Department of UD will soon provide the IMC a Skid garbage loader of 8 cubic capacity and 2 Dumper of 3 and 8 cubic capacities respectively.

Like other many hill stations in the country, use of disposable plastic products are banned in Ziro. To make it successful, tour operators have to initiate and everyone must follow the order strictly.
Stating that CGI sheets are not eco friendly materials, DC enquired as to how people of Ziro have switched over to use such materials when those days they used water proof eco friendly roofing. He also disclosed his proposal sent to government for providing alternative roofing instead of CGI sheets.

AKSU complains against stone crusher plant
ITANAGAR, Aug 5: The All Kimin Students’ Union has complained against a stone crusher plant at Kimin claiming that it is operating illegally, without obtaining NOC from the department of geology and mining.
In its memorandum submitted to the DC Yupia, the letter read “…Moreover, stone and boulders are extracted recklessly from the Kimin river and streams by digging with excavators and diverting the river course to operate the stone crushers violating completely the Arunachal Pradesh Minor Mineral Concession Rule 2002. Further, necessary guidelines to setup Stone Crusher plants have been totally violated by the proprietors by constructing the plant near State Highway & School with a distance of only 5 to 10 meters which should be at least 200 meters from the main road and from School at least distance of 500 meters along with minimum 6 meters of high compound wall or barrier of GI Sheets along their plot periphery towards highway/road side or School which should be constructed to prevent any health hazard pollution emitting from the plants.

The game started slow and only picked up pace in twenty minutes into the game when Bamang Taji’s number 16 Toko Tapa had the first real chance of the game. Tapa could have taken his team ahead but Todo United keeper Asif Ansari was good on the attempt and firmly held on to the ball. A frantic counter attack followed and a clever chipped attempt earned Todo United a penalty kick. They should have taken the advantage but Ritesh Subha failed to convert with his weak attempt that was easily held on to by Tage Pilya.
BTFC would finally get their noses in front in the 25th minute when Toko Tapa played in a beautiful cross for his skipper Rocky Ramching who cheekily headed it over Ansari.
Todo United players were driven into action by the goal and made several forward
runs and cross balls to find an answer to Ramching’s goal. Tagio Raja appeared to
equal the score as he made his way past several defenders but was unable to get any
real strength behind his shot. As if the score line was not enough bad news, Todo
United suffered another setback when Ramching stepped up to convert a penalty in
the 36th minute to extend the lead even further before half-
The second half began with TUFC players looking to close in on the gap with missionary intent. With high profile players on their side, an equaliser looked inevitable as the team pushed on for a goal. In fact, the entire second half was dominated by the Todo United players as they several searing runs into the danger zone but failed to find the back of the net.
Imported player James Effiong tried his best to infuse more energy and intent into the game but all efforts were in vain as the referee blew the whistle signalling the end of the match.
Wednesday will witness CM’s 11 take on 19 Nyapin FC in the first match while FC Doimukh will lock horns with Todo United.

More measures are needed
The outbreak of Japanese Encephalitis in few pockets of Arunachal and in neighbouring Assam has created panic among citizens of this state. There is mad rush among citizens to get JE vaccination. Private pharmacy are witnessing heavy rush by citizens to get vaccination. The said vaccine is quite expensive and is out of reach for the poor family. Government of Arunachal should provide vaccination free of cost just like neighbouring state Assam is doing.
Recently health department claimed that it has taken all necessary steps to prevent further spread of Japanese Encephalitis and is closely monitoring the current situation in the state. The department has requested people to be calm and participate in vector control. It is great to know that health department is taking initiatives to control further outbreak of JE. But more steps should be taken. Department should carry out intensive fogging operation and provide JE vaccination free of cost.

Think twice
Dear Editor,
I would like to request the govt of Arunachal not to jump into conclusion regarding the issue of increase in retirement age of govt. employees. Decisions should be taken after thorough research of the pros and cons of the order and according to popular will. Unlike other rich states our state is a cash strapped state, our govt doesn’t earn revenue, taxes from industries, importexport, manufacturing factories, multi national companies etc. It wouldn’t be wrong to say that our state is totally dependent upon central government funds that govt. is not even able to pay the salaries on time. Some employees who are nearing retirement want to enjoy the benefits of 7th pay commission so they are demanding increase in retirement age. But many govt. employees on reaching their 60’s become physically and mentally weak, thus unable to carry out their duties competitively. Many are also unable to carry out their duties due to which they have to take volunteer retirement thus depriving them of their superannuation benefits. Moreover unemployment rate in our state is also rising gradually. Many youths, graduates of various streams even after completing their studies in cities like Delhi, Mumbai are unable to get job in our own state. Instead of increasing the retirement age, the govt should focus on job creation, timely payment of salaries, establish job generating institutions, timely completion of hydro power projects and regularization of current contingency staffs. This would go a long way for the benefits of govt employees.

A hospital not equipped for emergencies
Dear Editor,
I would like to share my great disappointment regarding two major failures of West Siang District Hospital, Aalo.
On 8th July 2014 at around 1.30 am I came to district hospital Aalo with my sister in critical condition from Tirbin PHC covering 85 km. I found emergency Medical Officer along with few nurses in their routine duty. After examining the patient’s condition doctor prescribed some medicine which was to be purchased from pharmacy.
So I ran to buy medicine from pharmacy but not a single pharmacy was there to give away the medicine. All pharmacy doors were locked from outside. I came back to hospital after searching every nook and corner.
Later, the nurses managed some injection. My sister was lying at emergency room without needed medicine till morning. My question is why there is no emergency pharmacy during night time? Who will be responsible if patient dies due to insufficient medicine? Why there is no Pharmacy inside the medical compound as it is in Pasighat and other towns of the state? An emergency pharmacy for night time is badly needed in this hospital.
Again on July 9th morning around 9.00 am doctor referred my sister to Pasighat General Hospital for further treatment. Patient was so serious we needed to reach pasighat before 2 pm. Unfortunately, it was the day of AAPSU Bandh. No private vehicle was allowed to move except Ambulance and military vehicles. So I enquire medical staff about ambulance. They said “if you want to use ambulance you must buy two new tyres for ambulance and manage petrol too”.
I was so surprised to hear the criteria before using the ambulance of a government hospital. But in that emergency hour I could not manage such huge extra amount. Lastly by the help of one nurse we put Red Cross symbol on private vehicle and moved to pasighat with a great risk during bandh hour.
The AAPSU agitators did not disturb our way and let my car go to pasighat by observing my sister’s condition.
I do not know -
What will be the condition of poor people who never had even a bicycle in their family, if they are asked to buy tyres for vehicles.
If these situation continue without any correction or rectification, there is less chance to hope for survival of poor people during emergency hour in this hospital.
My humble request to DMO West Siang is to look into the mentioned cases seriously and do the needful action so that poor and needy people of the district could have some hope in this hospital during emergency case.

Trees are our friends
Dear Editor,
We often remember the strange fascination trees had for us when we were very young. It was a real pleasure to claimed up a tree, to perch oneself on one of its branches and play all kinds of games. If it happened to be a fruit tree, the excitement was still more there. Trees indeed continue to be our friends even when we may no longer climb up for fun or games. They are part and parcel of our natural wealth. They add to the beauty and the very life of creation.
They make the landscape green, colourful and pleasant. It is so soothing to the eyes to look at the leaves, the flowers and the fruits. The earth would be a barren place if there were no trees.
It would become a desert where no life exists.
Trees provide us fuel, food, fodder, timber and paper.
They are shade-
Leaves, barks and fruits of certain trees are used as medicines.
Trees play a vital role in soil conservation and ecological balance.
A healthy ecology is one in which elements are in such harmony that none dominates or destroys the other. Trees in the form of forests, help to hold this balance in a most significant manner.
But unfortunately every year one and a half million hectares of forests are being cut down. There will be an ecological catastrophe if forests are destroyed at the present rate, since the rate at which new plantations are being established is not enough. There is a real danger of losing all our forests before new ones come up.
Trees are our friends.
We are not always aware of either their presence or their use. But this world will cease to be beautiful if there are no trees.
So save them as possible because save trees means save oneself.

Dear Editor,
A few days back, one of my friends from Gauhati informed me that he was planning
to visit me in a couple of days and wanted to know where I lived in Itanagar. As
I sat down to mail him my home address, I suddenly realized that mine was not a proper
address. Well, all I could tell him was that I lived in E-
How was he to locate my house with just the name of the colony for an address? I am sure most of the residents of Itanagar must, some time or the other, have faced such predicament when giving out addresses.
We do not have any name or number for any of our bye-
What we now need is to identify and name, or at least designate a number to, all

Deal with criminals
Dear Editor,
Through the column of your esteemed daily, I would like to draw the attention of government and general public towards the rising criminal activities and its reoccurrence in our state.
Once our state was considered as most calm and wonderful resort for tourist and its natives. Criminal activities were heard only on news and as stories from far places. But today, our state has become a heaven for criminals. Crime has become so common that we can see live telecast of it.
The same crime is being committed repeatedly by the rogues. Series of bank robbery and rape crimes are the things to be pondered upon. My question to the governing authority is that why they are not taking strict and appropriate action against such criminals? Superficial action taken for formalities will encourage criminals to carry out more crimes. Weak law will provide better platform for hooliganism and chaos in our state.
Therefore I strongly appeal to the concern authority and law makers to strongly deal with the criminals and rogues so that it may be an example to all.
